Issue: Time allowance is not realistic for drill time: Documented steps involved with this operation.
  1. Removing the five attaching nuts.
  2. Remove the wire harness (third tail lamp) from spoiler to deck lid.
  3. Fabricate template for 8 mounting holes that are three different size and configurations.
    • Two outer oval holes for the spoiler alignment studs.
    • Two outer 5mm bolt holes
    • Two outer 10mm bolt holes
    • One center 10 mm bolt hole
    • One center oval wire harness hole to accommodate harness grommet.
  4. Drill 8 holes that are three different size and configuration.
  5. Replace E-coat and rustproof drilled area.
  6. Vacuum metal shavings produced by the drilling/filing process
  7. Clean and retape adhesive sealer at center section or spoiler.
  8. Install and align spoiler.
As the average technician can visualize, this is not just drilling 8 holes. There are three different size and shapes of holes for this operation along with the complexity of fabricating a template. If the template is not properly fabricated the spoiler will not align properly. The industry respectfully requests a change in the allowed time that realistically reflects what needs to be done.

Response:
  • Motor/CCC –Allows 0.4, but time does not include "drill time." Drilling is a non-included operation.
  • ADP –Drilling is not included in the operations nor is the wiring harness or restoration of E-Coat. ADP provides Exlusions of Labor in the ADP Reference manual on pages 50-52.
  • Mitchell – Increased labor allowance 0.2hrs. Application of anti-corrosion rust resistant materials, clean vehicle to pre-accident condition and clean and retape of adhesive are not included operations.
Results/Change:

Motor March 2001 Adding drill time makes the time allowance realistic
